How publication works03 / CONTRIBUTE
From a local improvement to a shared release.
Publishing is an explicit handoff. A package's code and data do not become public just because it is installed locally.
Review
Check the semantic diff, provenance, tests and private-data scan. A person approves publication.
Release
Publish a pinned manifest and checksum. An organisation chooses when to import it.
Install like a package manager.
